Bicycle Advisory Council

Established by law and appointed by the DC Council, the BAC advises the Mayor and city government on bicycling issues.

The Bicycle Advisory Council meets on the first Wednesday of odd numbered months. Meetings are held in room 1117 of One Judiciary Square (441 4th Street, NW) from 6 PM to 8 Pm. All meetings are open to public.  Check with the Bicycle Program Manager to confirm date and location.

Bicycle Laws and Regulations

The DC Council has enacted several laws* regarding bicycling. There are also specific bicycle regulations* in the District of Columbia Municipal Regulations (DCMR), and 2006 (revisions)*. The list of moving violations* for all vehicles is also available.

A chart* that clarifies the application of existing DC laws to motorized bicycles, Segways, and other two-wheeled vehicles can be viewed online.

Bicycle Enforcement Scenarios* is a document that depicts common enforcement errors involving bicycles as well as the relevant regulations to support that claim.

A free map of DC bicycle routes, lanes, trails, and traffic conditions is available online. To request a printed map, please call 311 or e-mail your name and address.

The DC Bicycle Master Plan is part of the District's effort to improve bicycling conditions in the city.

Bicycle Parking

To request a bicycle parking rack along a DC street, email the Bicycle Program Specialist or call (202) 671-0681 with the exact location.

Bicycle parking is required for all off-street parking garages and lots. See Bicycle Parking Regulations for details. DDOT now offers free assistance and a free rack for your garage or off-street parking lot. For details see the off-street parking brochure.*

For more information on which racks to use (and NOT to use), see DDOT's Bicycle Rack Design* and Bicycle Rack Placement Guidelines*. Also see the Bicycle Parking Guidelines* developed by the Association of Pedestrian and Bicycle Professionals.

If you would like to install your own bike rack in public space, you  will need to submit a public space permit*.

Bicycle and Pedestrian Safety

On average, 265 bicycle and 600 pedestrian crashes are reported to the Metropolitan Police Department each year in the District of Columbia. The District government is committed to improving bicycle and pedestrian safety while simultaneously increasing the amount of bicycling and walking.

To improve bicycle and pedestrian safety in the District, DDOT participates in Street Smart*.

DDOT has also launched Biking for Kids, pedestrian and bicycle safety classes in DC elementary schools.

For a current list of classes please see the Program Calender.

Two District Department of Transportation (DDOT) reports each examine three years of collisions involving bicycles and/or pedestrians in the District, based on police reports. The studies identify high-crash intersections and break down the three-year sample of crashes by age, time, ward and other factors. DDOT will use the reports to improve bicycle and pedestrian safety through engineering, enforcement and education. If you have comments or questions on the report, please send an email to DDOT.

Bicycle Trip Information

A brief synopsis of bicycle trips* from the US Census Bureau and the 1994 Metropolitan Washington Council of Governments Household Travel Survey is available.

Child Helmets

DDOT, in cooperation with the Metropolitan Police Department, is giving away helmets to children under 16. Helmets for this age group are required by law. A child can go to a local police station, accompanied by an adult, to have a helmet fitted.

Union Station Bike Station

DDOT is developing a Bicycle Transit Center (also known as a Bike Station) at Union Station. It will provide bicycle parking, rentals, repairs and accessories. The Bike Station will enhance the viability of bicycling and improve connections to other sustainable forms of transportation. We hope to have the Bike Station up and running in 2008, following the reconstruction of the roadways and landscape in front of Union Station (known as Columbus Plaza).

Washington Area Bicyclist Association (WABA)
